This is a really valuable checklist. For example, just like you advise here, I recently got a paper published in a peer-review journal where my theory is only understandable if you know the work I got published last year. So I put in a short section near the beginning that summarized my previous work. They'd have to go back to the original paper to get the details, but I gave them enough to understand the part it plays in this current work.
